The government in Hephaestue is called a constitutional monarchy. This means that the king does not have absolute power over everything that goes on inside of the city-state. The rights to the king are limited by other branches in the government. In the government of Hephaestue, there is a king, three Councils with three leaders each, and an Assembly made up of all the citizens within Hephaestue.
A Citizen
A citizen was anyone who was male, born in the city-state, and was the age of 18 or above. If one was not born within Hephaestue, it would be required that they lived there for five or more years in order to be considered a citizen.
King
In Hephaestue, the king was more of a head figure than a leader. The role of king was passed down generation to generation, though it always remained in the same family. The king is only slightly more powerful than a council leader, his vote being worth two of theirs. The king would meet during times of panic or hardship with the council leaders to make quick decisions, the king being worth two votes would come into play during these meetings. Unlike the rest of the government, the king could not be ostracized.
Council Leaders
Each of the three main councils in Hephaestue had three leaders. These leaders were to meet with the king when quick decisions needed to be made. Each leader would be able to serve for 5 years, and they could be ostracized. To become a leader, one would need to be nominated by someone else in the council, but they could decline the offer if the position was not wanted. The Assembly would then vote for whomever they thought would make the best leaders, the ones with the most votes won.
Councils
Hephaestue also was home to three councils. Each council was made up of 501 men, which were chosen out of a lottery. However, if one did not wish to be apart of the council, they could decline. Each member would serve for two years, and it was their job to make bills or decisions based upon their expertise, which would then be voted on by the Assembly. There were three main councils, the World Council, the Military Council, and the Public Council. The World Council focused on everything that had to do with other city-states, such as trade and who were to be considered allies or rivals. The Military Council focused solely on the military. They made all important decisions during times of war, and the leaders of this council would be the ones to meet with the king if they suddenly found the city-state to be under attack. This council would also be in charge of maintaining the amount of men in the military. There was to be a minimum of 100,000 men in the military at all times, so if the numbers were to suddenly drop, it would be their job to recruit men to join and take their place. The final council, the Public Council, would make all decisions concerning the city-state as a whole. They would serve as the supreme court and would make sure that all laws were being followed. All members of each council could be ostracized.
Assembly
The Assembly was made up of all citizens within the city-state. The Assembly was to vote on bills or decisions that were created by the three councils. However, if one was not born within the city-state but became a citizen, their vote would be worth half of that of a citizen that was born in Hephaestue. It was also the Assembly's job to ostracize any undesirable people within the council or council leaders.
